Taking off and climbing:

Before the start a QNH altimeter setting as well a "TAXI CLEARANCES" are given to aircrafts.

The vertical position of an aircraft during the climbing is determined by the height until the transition altitude (TA) is reached.

The vertical position above this altitude is determined by flight level (FL).

 

Vertical separation:

1)- In all CTR's for each flight (VFR or IFR) at or bellow the transition altitudes (TA), the altimeter is set according to QNH at a value given by the air traffic control services involved.

2)- Once the transition altitude has been exceeded, pilots must adjust the altimeter at 1013,2 mb, the vertical separation will be given in FL.

 

Approach and landing:

The vertical position is expressed in terms of FL during the approach, until the transition level has been reached.

The vertical separation below this level is expressed in terms of QNH.

Start and end VFR flights:

From 1 April to 30 September:

      > You are allowed to fly ½ hour before SR until ½ after SS - the period before or after this time span is considered as "night flight" and is therefore not allowed, unless the civil aviation authorities have given permission.

From 1 October to 31 March:

      > 10 minutes before SR and 10 minutes after SS.

 

VFR flights at night - Special VFR at night:

1)- VFR at night:

      > Provided that permission has been given by the ATC service, a VFR flight may be made at night 

         within a radius of 3 Km of the ARP with permanent view on the control tower.

      > At or bellow 1,000 Ft AGL with the following meteorological minimum values:

                                             a- In controlled airspace: fly and ground sight 8 Km.

                                             b- In non-controlled airspace: fly and ground sight 5 Km.

                                             c- Layer of clouds always at least 1,500 Ft.

2)- Special VFR at night:

      > Minimum ground and fly sight 5 Km.

      > Not more than 2 aircrafts at the same moment.

      > Aircraft equipped with radio.

      > Layer of clouds 1,500 Ft.

Local traffic control service:

TWR controls all flights in its area (= CTR).  Separation will be guaranteed between:

      > All special VFR flights.

      > Special VFR flights and all IFR flights.

Special VFR flights must take place outside the clouds and having ground or water in sight.

 

Ascending of balloons:

Ascending of cable balloons is subject to preceding admission from the Minister of Transport or his/her deputy.

 

Ascending of free balloons:

Subject to preceding admission from the Minister of Transport or his/her deputy as well.

And: > Only allowed by day and under VMC conditions.

        > Must not be located in:

                                         > TMA Brussels and Ostend.

                                         > CTR Brussels and Ostend.

                                         > CTR - TMA Charleroi - Gosselies

Except for weekends and legal holidays...barring authorization and provided that the free balloon can achieve a two sided radio connection.

 

Gliding:

Only allowed with VMC and subject to approval by the traffic control authorities or the airport head.

Procedures at airports used by gliders as well as motor planes:

The part situated on the left side of the runway, according to the landing direction, is used for gliders.

The right part is used for motor planes.

All bends are to be taken on the left side.

 

An airport without runways is divided into two parts according to the wind direction.

The left part for gliders, the right part for motor planes. 

 

In case of variable wind direction, gliding must be stopped until the wind is stable again.

 

If the left part is not suited for normal activities, the right part can be used, provided that the airport chief has given his authorization. 

In that case all bends must be taken on the right.

 

At airports with a local traffic control, gliders can only start after having received the authorization.

During the towing, the two planes are considered as one.

Special arrangements at airports without runways:

A aircraft that takes off or lands on an airfield without runways must leave each other aircraft, both in the air and on the landing strip, at a considerable distance on his left.

It must also leave sufficient space on his right side in order not to hamper the next aircraft.

At the landing strip each aircraft must move on in landing direction.  This strip must be left with a left turn. 

Always turn left on the maneuvering field as well.

 

Flight regulations applicable in:

                          CTR / TMA - Brussels;

                          CTR / TMA - Ostend;

                          CTR / TMA - Charleroi (Gosselies);

                          CTR            - Antwerp (Deurne); 

In these traffic areas all flights are subject to preceding authorization from the ATC service involved.  During the flight a clearance to fly in or cross will be requested 10 minutes before reaching the CTR / TMA border if possible.

          > At the first call, please make spontaneously mention of the following:

                 a- Position, course, level estimated CTR fly-in time, TMA border.

                 b- Strictly observe instructions received.

                 c- Listen constantly to the frequency.
